Brian Cooper, Executive Director, is an experienced attorney and justice systems strategist with over 14 years of legal experience spanning public service, international development, and systems reform. Most recently, he served as the Interim Global Prosecution Specialist for International Justice Mission (IJM), where he supported field offices across Africa, Asia, and Latin America in aligning legal casework with IJM’s global protection model. His work has focused on building legal communities of practice, designing trauma-informed interventions, and promoting measurable, survivor-centered prosecution strategies.
Brian's connection to Kenya spans decades. He served as a Peace Corps Volunteer in Nakuru, supporting local NGOs in sustainable enterprise development, and later returned to collaborate with IJM-Kenya’s legal and advocacy teams on prosecution strategies to address violence against women and children. His experience also includes leading legal operations at a federal agency in Washington, D.C., managing teams, budgets, and strategic reforms during a period of intense change.
Brian holds a J.D. from Georgetown University Law Center, where he studied international human rights and co-authored model legislation in partnership with survivor-led NGOs. He also holds degrees in English, Business, and Creative Writing. He brings a deep faith in systems change, a commitment to collaborative leadership, and a belief that justice must be local, survivor-informed, and sustainably resourced.
